Board Members At Large


Toni Andrews

Toni M. Andrews is the Senior Associate Director in the Office of Community and Local Government Relations at George Mason University. She has worked in journalism, governmental affairs, and media relations at The White House. She operated The Andrews Agency, a marketing firm. She served as Vice President at Burke & Herbert Bank. She holds a B.A. degree in Government and Politics from the University of Maryland. She is a graduate of Leadership Alexandria and Leadership Arlington. She currently is a member of the Board of Directors for the Clarendon Alliance. She served previously as a Board member of the Alexandria Chamber, the Alexandria Small Business Development Center, and Rebuild Alexandria.

 


Jeanne Broyhill

Jeanne is a native Arlingtonian and a 2009 retiree from the worlds of public relations, lobbying, marketing, communications, and strategic planning, primarily in the housing and mortgage finance arenas. She was the chair for Advance Arlington 2022-24, spearheading the change to Advance Arlington after 70+ years as the Arlington Committee of 100.  She is active with the Arlington Community Foundation and Culpepper Garden, and  served as board chair for both nonprofits. Jeanne is co-founder of the 18-year-old Northern Virginia Womenade, which has raised over $100,000 for 38 nonprofits in the Northern Virginia area.


Monique “Moe” Bryant

Moe is the Executive Director of Challenging Racism (CR), a 20-year-old Arlington-based nonprofit with a mission to empower and inspire people to disrupt racism one compassionate conversation at a time. CR offers professionally designed and facilitated programs that help individuals and organizations build the awareness and skills needed to talk courageously about race, equity, and the intersectionality of systemic inequities; whether based on race, sex, ableism, gender identity, or other forms of inequities. Moe also serves on the board of Interwoven Congregations and the Arlington Community Services Board.


Sandi Chesrown

Sandi is an urban planner and the out-going President of the Waverly Hills Civic Association, continuing to represent the neighborhood at Site Plan Review Committee meetings.  She is also active in the arts and a member of the Arlington Artists Alliance Board.  As the Co-Founder of the Langston Boulevard  Alliance, she continues to serve on LBA's committees.  In 2023, LBA awarded her their Community Leadership Award.  She was the Vice Chair of Plan Langston Boulevard, which became the Langston Boulevard Area Plan, to guide development in the Corridor.  In 2024, the Civic Federation granted her the Community Impact Award.   Sandi is a retired international consultant for the World Bank, USAID, JICA, and the private sector, and has worked extensively in the Middle East, Africa, and Europe.


Heather Creelman

Heather is the Director of Development at the Center for Youth and Family Advocacy (CYFA), where she leads partnership development, community engagement, and resource alignment efforts that support youth and families. Her work centers on building trusted relationships, bringing diverse stakeholders together around shared goals, and connecting resources to opportunities that create meaningful impact. Heather is passionate about collaboration, problem-solving, and strengthening communities through partnerships and collective action.


Chris Concepcion

Chris brings a wide range of knowledge and skills in financial budgeting and report, data development and analysis and technology skills.  Chris works at the Consumer Financial Protection Bureau where among many accomplishments,  he develops and implements  automated document workflows, streamlining regulatory processes and reducing processing time by 30%.  Chris previously served as State Director in Virginia for the League of United Latin American Citizens where he oversaw the statewide operations for Virginia.


Linc Cummings

Linc led the Committee of 100 as Chair in 2011-2012. He is a retired IBM executive who served on the Arlington County Planning and Economic Development Commissions and now serves on the County’s Commission on Aging and Community Emergency Response Team. Linc was a founder of and led Community Associations Institute (CAI) and its research foundation and think tank (serving condominium. cooperative, and homeowner associations worldwide, now celebrating its 50th anniversary). Linc also created and led the national consultancy Cummings & Associates.


Christine Dolan

Christine, Founder and CEO, C. Dolan and Associates, is a Daily Money Manager with a passion for assisting clients who feel stressed and overwhelmed navigating their financial matters. Clients include seniors struggling to keep up with their financial paperwork; adult children of those seniors trying to help their parents cope while remaining independent among others. A third generation Arlingtonian, she is a business operations professional with more than 20 years of experience working with both startup and Fortune 500 companies including PricewaterhouseCoopers and Deloitte. Her experience includes project management, contract management, bookkeeping (balancing, reconciling and managing accounts) and office management. Christine is a graduate of Flagler College where she majored in Business and Communications and has an M.B.A. from Marymount University.


Richard Lolich

Richard worked in both the private and public sectors of the international maritime and transportation logistics industry for over 22 years. During that time, he was responsible for developing the rules governing security at our nation’s ports and on the ships that call our ports. He has been head of his neighborhood civic association as well as a member of the working group established by Arlington County Manager to develop and recommend strategies to recognize and honor the history and legacy of the Hall’s Hill/High View Park Volunteer Fire Department and Fire Station No. 8.


Amanda Molina

Amanda is an attorney specializing in data privacy, cybersecurity, and artificial intelligence at Microsoft Corporation. In addition to her full-time career, Amanda serves as a Captain for the Judge Advocate General in the United States Air Force Reserve Corps. Before joining Microsoft, Amanda served for over three years in the Office of the Legislative Counsel at the United States House of Representatives, where her portfolio covered a wide range of legal and policy topics.  


John Musso

John is Government Affairs Manager for the Arlington Chamber of Commerce. He serves as a point person for businesses and non-profits for all policy and government matters, working with volunteer leadership to advocate on behalf of members and for policies promoting sustainable economic growth and business in Arlington. A resident of Arlington since 2018, he received his bachelor’s degree from George Washington University, and is an alum of the Leadership Center of Arlington’s Ignite Program.


Zachary Newkirk

Zachary Newkirk serves as President of the Yorktown Civic Association and is a member of the Langston Boulevard Alliance board. He has also volunteered with the Arlington Historical Society's Memorializing the Enslaved in Arlington project. Professionally, he is an attorney at a nonpartisan nonprofit organization focused on the rule of law and free and fair elections, with prior experience in the federal government and an international law firm. He is a graduate of Cornell University and Duke University School of Law. Zachary and his wife live in the Yorktown neighborhood with their three young children and their dog.


Sam Shirazi

Sam Shirazi lives in the East Falls Church neighborhood of Arlington with his wife and 2 daughters. He attended the University of Virginia for college and law school, and is a member of the Virginia bar. Sam also is known for his commentary on Virginia elections and politics, including the Federal Fallout podcast which explored the 2025 Virginia elections.


Mohsin Syed

Mohsin served as a political appointee in the U.S. Department of Transportation (DOT) under the Biden-Harris Administration, including as Chief of Staff to the Secretary and Senate-confirmed Assistant Secretary for Governmental Affairs.  He previously worked as a staffer on Capitol Hill, a career attorney at DOT, an attorney in private practice, and as an intelligence officer with the Defense Intelligence Agency.  He is a graduate of the Sorensen Institute’s Political Leaders Program.


R. Douglas Taylor 

R. Doug is a shareholder of the law firm Bean, Kinney & Korman in Arlington. For nearly 30 years, Doug has provided legal counsel and representation to businesses, business owners, associations, and nonprofits on a wide range of federal, state and local issues, primarily dealing with employment and labor law matters. He is a member of the Board of Directors and Executive Committee of the Arlington Chamber of Commerce. 


Tony Weaver

Tony is managing partner at Olson Weaver LLC, an Arlington-based residential contracting company. Tony has worked at various Silicon Valley startups and founded EndoInSight, a medical device startup in Memphis, Tennessee. He currently serves on the Arlington County Fiscal Affairs Advisory Commission, is a past president of the Arlington Rotary Club, and was part of the Leadership Arlington Class of 2022. He holds a bachelor's degree in foreign affairs and a master’s in marketing and management, both from the University of Virginia. Tony is active in the Democratic Party.
